Telegram to Mr. Alston Foreign Office August 9,1913
Governor of Hong Kong recommends strongly that the President should be urged to send a capable experienced and loyal official as Governor General of Canton and to replace various Commissioners
of Departments there, except Police Commissioner who is capable, by
men of some degree of honesty capacity and experience.
You should, if you see no objection, express to the President unofficially the hope of His Majesty's Government that this
will be done.
